Qld: Ship's master on trial over failed drug shipments

BRISBANE, Feb 2 AAP - A ship's master helped organise two failed attempts to bring
millions of dollars of cannabis resin into Australia, a court has been told.

Andrew Robert Hyde was the master of a vessel named Highlander, which made two unsuccessful
attempts to bring almost eight tonnes of the drug to Queensland in late 1996, the Supreme
Court in Brisbane was told on Monday.

It is alleged that Hyde, 51, and other co-conspirators organised for the Highlander
to meet another vessel in waters off Tuvalu, a Polynesian island nation in the Pacific
Ocean, where the drugs were to be transferred.

Commonwealth prosecutor Glen Rice told the court Hyde made two attempts in September
and October 1996 to collect the drugs, but the planned rendezvous failed to eventuate.

Hyde returned to Queensland's Sunshine Coast after the second trip and transferred
responsibility of the Highlander before heading to South America, the court was told.

He had allegedly already left the country before the drugs were eventually imported
by others and seized under a joint Australian Federal Police (AFP) and Customs investigation.

Hyde has pleaded not guilty to conspiring to import prohibited imports.

Mr Rice told jurors they would hear evidence from a number of witnesses during the
10-day trial about Hyde's alleged involvement in the two failed importation attempts.

Evidence would include surveillance tapes that had recorded Hyde speaking in code about
the proposed handover of the drugs, Mr Rice said.

The court was told Hyde had created a document containing the codebreakers, which police
found onboard the Highlander when they conducted their search in December 2006.

The trial before Justice James Douglas continues.

SYDNEY, Aug 30 AAP - NSW Premier Barry O'Farrell and his Queensland counterpart Anna
Bligh have committed to expanding cooperation on health, policing, primary industries
and disaster management along the length of the border.

The two leaders signed a memorandum of understanding (MoU) in Sydney on Tuesday, which
would extend the current sharing of services in the Gold-Coast and Tweed regions to the
whole of the Queensland-NSW border.

Mr O'Farrell said the MoU recognised there "are towns, there are issues, that straddle
both sides of the border".

"Whether it's northeast NSW or it's southeast Queensland, they're parts of the nation
where there are real issues around policing, around health, but as you go further west,
there are issues that are just as important around primary industry and natural resources
and emergency services," Mr O'Farrell told reporters.

"This agreement is a whole of state border agreement between Queensland and NSW. It
respects the fact that people simply want to get access to services."

Ms Bligh said the details of the agreement had yet to be worked out.

"What we're signing today is really a statement of political intent", she said.

"We want anyone who is sick to get the closest available ambulance, we want police
to be able to go across borders and conduct police chases, for example.

"Those arrangements have been very confined to Tweed Heads and Coolangatta - we want
to now put them along the length of the border.

"It is very much about ensuring that people can get the best services as Australians,
regardless of which side of the state border they've got to live on."

Ms Bligh said the cross border agreement would ensure her government was implementing
recommendations from the Queensland Floods Commission of Inquiry for better emergency
services co-ordination between the states.

"For example, we will look at the use of governments' Air Wings for personnel, transport
and freight into and out of flooded areas," Ms Bligh said.

"The Commission of Inquiry also recommended that Queensland work with NSW to co-ordinate
road condition reporting procedures to inform local councils and road users of interstate
road conditions in a variety of different ways."

Vic: Giant water bomber arrives to fight fires

MELBOURNE, Dec 14 AAP - Victoria has boosted its fire fighting arsenal with the arrival
of Australia's largest water bombing aircraft.

The DC-10-30 aircraft arrived at Avalon airport west of Melbourne on Monday and will
be ready for deployment in early January.

The reconfigured passenger plane can hold about 45,000 litres of water, about eight
times more than other fire fighting aircraft.

"We have been working with the Country Fire Authority since September to bring a large
aerial fire fighting aircraft to Victoria for the first time to help protect lives and
properties," Victoria Premier John Brumby told reporters on Monday afternoon.

Fire fighting aircraft are one of our key weapons against bushfires.

"They can drop large amounts of water, suppressant foam and fire retardants to help
control fires in hard to reach locations."

Victoria will conduct the first Australian trial of the DC-10-30.

Independent senator NICK XENOPHON says thousands of jobs could be saved along the Murray-Darling
Basin .. if the federal government fast-tracks money for water reforms as part of its
economic stimulus.

The government needs the vote of Senator XENOPHON and six other crossbenchers .. to
have parliament approves its 42 billion dollar economic package.

The South Australian senator says the stimulus is needed .. but he wants changes.

He's told ABC radio hundreds of millions of dollars allocated for water buy-backs and

BEIJING, Aug 23 AAP - The Opals have been humbled by the United States for the third
straight time in an Olympic gold medal match.

The US produced their best performance of the tournament when it mattered most in Beijing
while the Australians were left ruing a dreadful first half in a 92-65 loss.

The Americans have now won four straight Olympic titles, while the shattered Opals
must wait another four long years to try and get their hands on Games gold, adding yet
another silver to the ones they picked up in Sydney and Athens.

Australian coach Jan Stirling said her team would need to bring its "A-game" to have
a chance of winning tonight.

But the only letter that related to their performance was 'F' after they failed to
handle the big occasion in an extremely disappointing display.

Belinda Snell was the only Opal to have any impact in the first half, while Lauren
Jackson found her range after the main break and finished with 20 points, but by that
stage the outcome had been decided.

A courageous Penny Taylor played despite her badly sprained ankle but was well below
her best and had little impact.

The Americans had been desperate to face Australia ever since they won gold at the
2006 world championships and the US took home bronze.

And the States emphatically settled the argument about who was the better team tonight
in a horribly one-sided contest.

It had looked like a different script was being written in the early stages as the
Australians jumped out to an early 9-4 lead.

But the US gradually got into the flow of the game, utilising their incredibly deep
bench, one area where they had a clear advantage over Australia.

Reserves Kara Lawson and Sylvia Fowles led the Americans to a 22-15 lead after one quarter.

It was more of the same in the second period as the red-hot Americans strolled to a
47-30 halftime advantage.

Australia shot a dreadful 22 per cent from the field in the first half (8-of-37), compared
to 63 per cent for the Americans (19-of-30).

The Opals were more competitive in the second half, but it was all too little, too late.

CANBERRA, April 18 AAP - As 90 academics, trade unionists and defence specialists prepare
to consider Australia's future security at the 2020 Summit this weekend, an equally large
government team is hard at work on a new defence White Paper and a national security statement.

Both these major policy documents were launched earlier this year, with the White Paper
to be drafted within Defence and the security statement prepared by the Department of
Prime Minister and Cabinet.

Both are scheduled to be finalised before year's end.

It remains unclear just what, if anything, this weekend's 2020 Summit will contribute
to either project.

Professor Ross Babbage, a former senior defence official and a member of the panel
advising Defence Minister Joel Fitzgibbon on the White Paper, said he retained an open
mind on summit conclusions.

He said there was an enormous amount of work now going into preparation of the security
statement and white paper.

But the very broad 2020 Summit security agenda and the large number of participants
raised questions about what would emerge beyond the most general of statements, he said.

"I will be surprised if something comes out of this that we have never thought of," he said.

"But let's wait and see.

"There is a hope that some of the things the 2020 Summit will come up with will be
broadly compatible with the things that are likely to come anyway."

Prof Babbage said one of the government's purposes with the summit was clearly to engage
a broader range of participants and to be seen to be doing so.

"There are a range of folk who are not normally involved on national and international
security issues. Generally that is pretty healthy," he said.

In the summit discussion paper, designed to stimulate delegates' thinking, the government
canvasses a broad range of issues set to impact on Australia.

The issues include the rise of China and India, Australia's alliance with the US, membership
of international organisations, globalisation and world trade, people smuggling, terrorism,
climate change, disease pandemics and struggling regional nations.

The new government's preference for multilateralism and high-minded international groupings
features strongly in the background paper.

One page is even headlined "a strong, rules-based, multilateral trading system is in
Australia's interests".

There is little mention of the former government's penchant for bilateral trade and
security pacts, although the paper does admit the number of one-off trade agreements has
grown significantly since 1990.

An 89-member panel chaired by Michael Wesley, professor of International Relations
at Griffith University, will discuss it all in two busy days of debate.

Those names show the debate will be wider than national security, foreign affairs or
defence policy.

Despite the abundance of issues on the agenda, a new paper released today by the Australian
Strategic Policy Institute (ASPI) suggests one security challenge will remain paramount
- terrorism.

ASPI national security project director Carl Ungerer said "religiously-motivated mass
casualty terrorism" was a pre-eminent concern.

One reason is that US engagement in the war on terror was unlikely to change significantly,
no matter who occupied the White House. The other is Australia's proximity to South-East
Asia.

Whatever the delegates decide this weekend, one thing is certain: There will be a defence
White Paper and there will be a national security statement finished by the end of this
year.

SYDNEY, Dec 14 AAP - Fewer than five per cent of Aboriginal preschoolers brush their
teeth regularly, according to a report showing rates of dental decay are rising.

The report by the Australian Institute of Health and Welfare shows rates of tooth decay
have increased among indigenous children in recent years, with those six and younger worst
affected.

Those who are less well off or living in rural and remote areas were hardest hit.

Co-author Dr Kaye Roberts-Thomson, from the institute's Dental Statistics and Research
Unit, said hospitalisation for treatment of dental decay occurred at higher rates among
Aboriginal and Torres Strait Islander children than among other children.

"This is partly related to more dental disease and partly related to lack of timely
access to dental services," Dr Roberts-Thomson said.

She said diet was also an issue.

"Sugar, particularly in the form of soft drinks, which are readily accessible even
in the remotest of communities, is a factor in the poorer oral health of indigenous children."

The report showed that fewer than five per cent of remote indigenous pre-school children
brushed their teeth on a regular basis.

And many young remote Aboriginal and Torres Strait Islander children experienced extensive
destruction of their baby teeth.

Dr Roberts-Thomson said the findings indicate a need for an increased focus on prevention
and primary health care for oral health of indigenous children, particularly among preschoolers.

Previous reports have shown that the oral health of all Australian children has worsened
since 1996, even though by international standards the oral health of Australian children
is generally good.

Public payoffs from tech transfers Universities, start-ups and investors gain, too

Hartmut Neven came from Germany to the University of Southern California a decade ago to lead research efforts in computerized face and object recognition. The aim was to create a tool for the military and law enforcement agencies to identify enemies and suspects as well as for airlines and other companies to check passengers and visitors. In three years, Neven, a physicist with a doctorate from Ruhr University, succeeded in developing software that could analyze facial features, skin tones and the iris of the eye to achieve such recognition. Then, with encouragement from the technology transfer program at USC, he formed a company named Eyematic. It later became Neven Vision, with the aid of $200,000 in seed money from William Woodward, managing director of Anthem Venture Partners, a firm in Santa Monica, California, and some of Neven's own capital. Connections to the university did not end there. The Information Sciences Institute at the University of Southern California has continued research in computer recognition jointly with Ruhr University in Bochum, Germany. They ''build on top of the basic technology,'' Neven said.Such collaboration between university research, start-up companies and financial backers is a long-term trend dating to the Bayh-Dole Act of 1980, which mandated universities to collaborate with commercial concerns to promote the use of the inventions arising from U.S. government financing. Many universities now have offices of technology transfer looking to turn research into commercial ventures at the same time that advances in information and biological science and growth of Internet commerce has led to an explosion of entrepreneurial companies.''We see it as transferring back to the public benefits of technology that in many cases has been developed with public money,'' said Krisztina Holly, vice provost of USC who is leading a major expansion of its technology transfer program.Pentagon research grants in the 1990s, for example, benefited the early facial recognition research behind Neven Vision. And those grants sparked continued development. Ultimately, the technology ''will allow you to point your camera phone at a movie poster or a restaurant and get an immediate review of the film or the fare on your cellphone, which will tap into databases,'' said Neven.Technology transfer clearly has paid off for Neven and his company's financial backers Neven's company was acquired by Google for a price that financial experts estimate at more than $40 millionBut what do the universities get out of it? The benefits to USC for backing the research include potential licensing fees from patents on the developing technology and the possibility of contributions to the university from successful entrepreneurs like Neven.Lawrence Gilbert, senior director of technology transfer for the California Institute of Technology, puts it this way, ''Universities earn fees and royalties from licensing patents, but the real benefit comes from contributions to the endowment if the start-up company is successful.'' Caltech has spawned 80 new companies in the past decade, including Impinj, which makes chips that power radio frequency identification, or RFID, tags. Such microscopic tags make possible continuous tracking of products that enter U.S. ports or sit on the shelves of Wal-Mart stores or in medical vials in hospitals. Impinj, which is based in Seattle, originated in research done at Caltech by Carver Mead, one of the founding geniuses of modern electronics, and a student of his, Christopher Diorio, who is now professor of computer science at the University of Washington and chairman of Impinj. To start the company six years ago, ''Caltech took a small equity stake,'' said William Colleran, president and chief executive of Impinj. It was not investing in specific technology but in potential. ''Initially, we were working with a communications chip,'' Colleran said, ''but in 2003 when the government began to mandate RFID, we saw that our technology could be the perfect product.'' Impinj now has 150 employees and ''tens of millions'' in annual revenue, Colleran said. It also has $75 million in venture capital from nine major funds and looks to one day selling stock publicly, he said, ''which would provide a return for all those investors, including Caltech.''The equity investment by Caltech was in lieu of fees for acquiring a patent usually about $20,000. Caltech also defers license fees until the company gets on its feet. ''Our aim is to help the entrepreneurs get started; they need to retain all the cash they can,'' said Frederic Farina, vice president of Caltech's technology transfer office. Thanks to the success of generations of its scientists, Caltech holds 1,641 patents and has 395 pending. University policies differ on such matters. Publicly financed schools, like the University of California system, are not as liberal as private ones like USC and Caltech or as free-wheeling as entrepreneurs often prefer. Public institutions collect the cost of acquiring patents up front from faculty who are forming companies. ''But our goal above all is to help make innovations and products available for the public good,'' said Jane Moores, interim director of technology transfer for the University of California at San Diego. The university, renowned for medical and biological technology, made 300 innovations public last year.

SA: Cray fisherman cheats death after boat capsizses in SA

ADELAIDE, April 16 AAP - A fisherman has cheated death by swimming three kilometres
to shore in treacherous seas in South Australia's south-east.

Amateur fisherman Rodney Silvester, 47, battled three to five metre swells in freezing
water for nearly two hours yesterday after his small crayfish boat capsized near Cape
Jaffa, about 300km south of Adelaide.

Mr Silvester was conducting a routine check of his crayfish pots near Boatswain Point
when one of the nets became tangled around the propeller of his five metre fibreglass
vessel about 8.45pm (CST).

"The cray pot ended up wrapped around the prop on my boat that capsized and I got dragged
into the swell," Mr Silvester said.

"As my boat was still attached to the bloody pot it wasn't going to go nowhere and
(the line) kept dragging the boat under.

"So I thought I may as well swim for it and just did."

Fortunately, Mr Silvester was wearing a life jacket that probably saved his life, Senior
Constable Simon Hurling from Mount Gambier Police said.

Local residents were astonished at the fisherman's miraculous survival in the treacherous
conditions.

"He would've been swimming against the strong wind and current," said Lindsay Gilchrist
from Cape Jaffa Caravan Park.

A major land, sea and aerial search of the nearby coastal area for the missing fisherman
found his upturned boat by about 9.20pm (CST) but there was no sign of Mr Silvester.

"When I was swimming, I could see the boats looking for me but even though I was fatigued
I wasn't going to turn around," he said.

"I could see lights on shore and all that was going through my head was to keep going."

Exhausted, with mild hypothermia, Mr Silvester swam for more than two hours before
stumbling ashore near Cape Jaffa about 10.30pm (CST) where he was found by friends.

"There was people on the beach looking for me and my mate Barry took me in his ute
and I was relieved to get home," he said.

"It was a fortunate outcome for everyone involved," Snr Const Hurling said.

Ambulance officers treated Mr Silvester at his home but he refused to go to hospital,
preferring to stay at his house with friends.

Despite the ordeal, Mr Silvester was determined to go crayfishing again but he said:
"It won't be for a while."

ai Corporation (aiCorp), a provider of payment card fraud detection and prevention software, has announced it has signed an agreement with The 3rd Man Ltd, a developer of screening services, to offer Internet Payment Processors and Card Not Present Merchants a solution to card fraud detection and prevention through the Internet.

In 2004 in the UK, CNP fraud cost GBP150.8m, an increase of 24% on the previous year. Research has estimated that 10% of current online purchases are fraudulent.

Under the terms of agreement, ai Corp and The 3rd Man will offer a joint solution, which will monitor, detect and manage all forms of card fraud. The solution, delivered in both real-time and off-line, will reportedly stop fraudulent transactions before they are completed.

No financial details of the agreement were disclosed.

Jan. 24--Troubled Cable & Wireless invited the City to its central London headquarters today in a first attempt to bolster investor support since its boardroom culls.

Around 50 telecoms analysts and representatives of the company's major shareholders heard about C&W's plans for its Regional business, which runs telecoms networks in the Caribbean, Middle East and Pacific Rim.

In a presentation, C&W Regional chief Robert Lerwill told his audience the business's revenues should grow at between 0 percent and 5 percent this year, profit margins should be held and capital expenditure will come in again at less than UKpound 300 million.

Analysts said the get-together was an attempt to remind people C&W has a pretty good Regional business outside the Internet Global company which has been the subject of a major restructuring.

It is the first company presentation since the arrival of new chairman Richard Lapthorne, the ex-BAE Systems executive, who this week announced the departure of chief executive Graham Wallace.
